How to apply...
There is a two-stage proposal process. Preliminary proposals are submitted directly to the Fund. These five- page documents state the problem to be addressed, provide a description of the program, indicate an evaluation format and list a budget. This program is subject to the provisions of OMB Circular No. A-110. Successful preliminary applicants are invited to submit final proposals, also using Form ED 40-514.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
Proposals are reviewed by field readers, by staff, by the Board of the Fund, by the Fund Director, and by appropriate Department officials. State Postsecondary Education Commissions must be given an opportunity to comment on projects funded in their States.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
